The Independent Investigative Mechanism for Myanmar (IIMM) was established by the Human Rights Council in its resolution 39/2, adopted on 27 September 2018. The creation of the Mechanism was welcomed by the General Assembly in its resolution 73/264, adopted on 22 December 2018. This position is located in the Office of the Head of the Mechanism in Geneva. The Witness Protection Officer will report to the Deputy Head of the Mechanism or his/her delegate. Responsibilities

Under the direct supervision of the Deputy Head or his/her delegate and in close coordination with the Collection, Analysis and Sharing Section, the Witness Protection Officer will perform the following functions:

- Conducts risk and threat assessments for witnesses and information providers who engage with the IIMM.
- Identifies and develops appropriate risk mitigation measures in relation to witness protection, in coordination with the supervisor and in collaboration with relevant international organizations, national authorities, NGOs and other entities.
- Manages and coordinates as necessary, the implementation of protection measures for witnesses who engage with the IIMM, including case management and administration.
- Participates in investigative missions and engages with witnesses as needed before, during and after they engage with the IIMM.
- Implements and participates in the development and updating of protocols and standard operating procedures (SOP) to ensure the safety, security, confidentiality and well-being of witnesses and information providers who engage with the IIMM in accordance with the IIMM\\\'s mandate and international law standards and best practices.
- Produces situational analyses relevant to the safety and security of witnesses and information providers who engage with the IIMM.
- Advises IIMM investigative teams on international standards and best practices for witness protection.
- Participates in the establishment, development and maintenance of a network of international organizations, national authorities, NGOs and other entities relevant for the provision of protection and support for witnesses and information providers who engage with the IIMM.
- Participates in the negotiation of relevant arrangements and agreements with international organizations, national authorities, NGOs and other entities to support the implementation of protective measures to witnesses who engage with the IIMM.
- Performs other duties as required. Competencies

PROFESSIONALISM: Thorough knowledge of witness protection matters and ability to conduct threat assessments and identify appropriate protection measures, combined with solid understanding of criminal justice actors and processes. Understanding of the roles of the UN and other international agencies in conflict or post conflict environments. Ability working under high pressure, and responding quickly and effectively to meet the needs of individuals in fast moving situations. Ability and skills in working with people of different ethnic and cultural backgrounds, and experience in the use of interpreters. Willingness to work flexible hours and attend meetings or to witness needs outside normal working hours. Willingness to provide assistance to all witnesses. Education

An advanced university degree (Master\\\'s degree or equivalent degree) in law, criminal justice, human rights, political science, international relations, social sciences or related field is required. A first-level university degree (Bachelor\\\'s degree or equivalent degree) in the specified fields or a police/military academy degree equivalent to a first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience on witness protection in a law enforcement agency and/or criminal justice institution is required.

Experience conducting risk and threat assessments and implementing witness protection measures is required.

Experience establishing and managing an international witness protection programme and/or a national witness protection programme, is desirable.

Experience developing protocols and standard operating procedures on witness protection is desirable.

Experience working in an international criminal justice mechanism is desirable.

Experience working in conflict or post conflict areas is desirable.

Experience in the Asian region, especially in a witness protection related capacity, is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of the Myanmar language (Burmese) or other Myanmar languages is desirable. Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview. Special Notice
