\\n Senior Program Officer, Human Rights Strategic Initiative - GL C - Defined Duration until December 2026
Reporting to the Senior Technical Advisor, Human Rights, and working with members of the Community, Rights and Gender (CRG) Department and other Global Fund staff, the Senior Program Officer will oversee and/or coordinate the Human Rights Strategic Initiative (HR SI) and other related Catalytic Investments. The primary focus of the HR SI is to support countries to increase the scale and quality of programs to reduce equity, human rights and gender-related barriers to HIV, TB or malaria services, and improve the environment for the implementation of Global Fund grants. To do so, the HR SI a) supports activities necessary to ensure results and impact of the human rights catalytic investments in a cohort of 24 countries part of the Global Fund Breaking Down Barriers (BDB) initiative; b) partners with RBM to support countries to reduce barriers in malaria programs; and c) partners with Thomson Reuters Foundation to support young leaders to challenge harmful laws, policies and practices and fight stigma and discrimination.
Key Responsibilities
Program management:
Support financial and programmatic management of the Human Rights Strategic Initiative, including maintaining updated workplans, regularly engaging with both internal and external partners, regularly monitoring progress and reporting results.
Regularly coordinate with the Catalytic Investment Project Management Office (CI PMO), the Community, Rights and Gender (CRG) Department and other relevant teams in the Global Fund Secretariat.
Monitor fulfilment of human rights matching funds access and programmatic conditions to inform SI activities and advise CRG management on remedial action.
Stakeholder alignment:
Support the coordination with other teams that are managing Catalytic Investments, including the Community Engagement Strategic Initiative (CE SI), as well as other pools of technical assistance providers led by UNAIDS, L\\\'Initiative and other set-asides, to align efforts and avoid duplication.
Maintain close interaction to coordinate the implementation of workplans of SI partners.
Collaborate with relevant CRG staff to ensure technical assistance provided under the HR SI improves quality of human rights investments and supports annual assessments of scale-up of programs to reduce human rights-related barriers to HIV, TB and Malaria.
Support a Community of Practice (CoP) for stakeholders involved in the implementation of SI activities .
Communication:
Draft content for review by Senior Technical Advisor and provide input into internal and external communications related to Breaking Down Barriers and the Human Rights Strategic Initiative , as well as other human rights-related guidance and tools.
Contribute to the development of Global Fund and/or HR SI specific reports, policy papers, publications, press releases, presentations and other communication materials as requested.
Performs other tasks or duties consistent with the role as assigned by the Senior Technical Advisor, Human Rights; or the Head of Department.

Qualifications
Essential:
A Bachelor\\xe2\\x80\\x99s level university degree in Global Health, International Development, Law, Human Rights or related field.
Desirable:
An advanced university degree or 4 - 6 years of relevant post-university work experience in lieu of this qualification in Global Health, International Development, Law, Human Rights or related field.
Certification or in-service training in project management
Experience
Essential:
At least 4 years of experience working in the field of health and/or human rights; areas of expertise to include health, human rights, program management, monitoring and evaluation, financial management, stakeholder engagement, risk management and communications.
Experience with programs to reduce human rights-related barriers to accessing health services within the context of HIV, TB and malaria.
Desirable:
Experience in planning and executing projects and programs, including developing plans, establishing timelines, managing budgets, reporting, and successfully managing relationships with relevant stakeholders.
Experience in analyzing data and generating reports, including experience in maintaining data repositories, and facilitating participatory processes.
Experience in coordinating peer learning models involving stakeholders from diverse backgrounds, including demonstrated ability to facilitate learning, dialogue, and collaboration among CoP members and document lessons learned for program improvement.
Experience in research and coordination of public health and human rights assessments an advantage
Knowledge of the Global Fund and its processes
Professional level of written and verbal communication skills, with the ability to effectively communicate with stakeholders at all levels of the organization.
