Job Description
Gavi, the Vaccine Alliance is a public-private partnership committed to saving children\\\'s lives and protecting people\\\'s health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together implementing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of more than 981 million children and the prevention of more than 16 million future deaths.
The Resource Mobilisation and Private Sector Partnerships department supports the Alliance by ensuring sustainable donor financing and enhanced resource innovation. This includes (i) securing donor pledges and deepening relationships with existing donors while helping to elevate Gavi and immunisation on global agendas, (ii) diversifying Gavi\\\'s financing base to include new and emerging donors, development institutions, regional banks, and the private sector (iii) bringing to bear the innovation and resources of the private sector through new and expanded partnerships, innovative financing, and other initiatives; and (iv) leading key fundraising and reporting exercises. The response to the pandemic took Gavi\\\'s resource mobilisation efforts to a new level with $12bn raised for COVAX from 2020-2022, in addition to the regular replenishment cycle, and this role is central to leading Gavi\\\'s resource mobilisation efforts in the next phase.
THE ROLE
The Senior Advisor reports directly to the Chief Resource Mobilisation & Growth Officer. The role of the Senior Advisor is to provide the Chief Resource Mobilisation & Growth Officer with leadership, strategic and expert advice and to lead the coordination of the RMPSPIF Department under her authority. The Senior Advisor ensures that the team is well-functioning and high-performing and he/she oversees the portfolio of the Department with its Management Team. The Senior Advisor leads on Special projects and initiatives of strategic importance for the Chief Resource Mobilisation & Growth Officer.
Main Duties/Responsibilities
Strategic, leadership and expert advice to the Chief Resource Mobilisation & Growth Officer
Strategically support the Chief Resource Mobilisation & Growth Officer in her responsibilities, including by advising and facilitating her decision-making;
Engage and oversee the Department portfolio with the Management team, including in market management, relationships with governments and private sector partners and the definition of fundraising strategies;
Anticipate the evolving landscape in resource mobilisation and partners relationships to support the Chief Resource Mobilisation & Growth Officer;
Support coordination of cross-cutting activities within the team across geographies and markets towards a successful AMC fundraising Conference, in contribution to overall resource mobilisation targets, private sector engagement and innovation engagements, and innovative finance product development;
Support Gavi representatives to plan and manage engagement with Gavi teams and investors including ensuring rigorous follow-up on agreed actions, including by engaging with teams as required to track and facilitate progress;
Oversees the Department\\\'s preparation for the Chief Resource Mobilisation & Growth Officer\\\'s contribution to the Governance committees and to the Board;
Represent the Chief Resource Mobilisation & Growth Officer in internal and external meetings;
Lead and coordinate strategic analysis for meetings and events;
Preparing and reviewing briefings and written materials of both internal and external presentations i.e. CEOs, High level donors, investors;
Ensure rigorous follow up and tracking of high priority or sensitive issues on behalf of the Chief Resource Mobilisation & Growth Officer.
Coordination, efficiency, partnerships, and performance of the Department
Coordinate the Chief Resource Mobilisation & Growth Officer Office and lead, guide and coach staffs as relevant;
Manage cross-team and cross-Secretariat engagement for Gavi donor engagements, committees and board deliverables (e.g., IFFIm, AMC, MD Committee, Risk Committee), as well as broader global health community engagement (e.g., CEPI, UNICEF, BMGF);
Facilitate efficiency, coherence and performance of the Department;
Lead departmental involvement in monitoring and specific evaluation reviews (MOPAN);
Develop internal communications to ensure information is shared succinctly and regularly;
Participate in and coordinate cross-cutting activities within the team, in contribution to the overall resource mobilisation and private sector partnerships strategy;
Conduct special projects and additional duties as required to support the MD

Work Experience
Minimum 12 years of relevant experience in government, global agencies;
Significant experience of resource mobilisation, diplomacy, and global processes;
Experience of supporting senior leaders at both a strategic and operational level and in leading the coordination of large teams/departments;
Knowledge of global health and of Gavi an asset.
Skills/Competencies
Excellent communication and presentation skills;
Exceptional tact, political, diplomatic, and interpersonal skills, and ability to work in a multicultural environment;
Experience of managing multiple projects within a fast-moving environment is required;
Ability to cope with uncertainty;
Excellent analytical and synthesising capabilities;
Experience of engaging with senior executive stakeholders from multiple sectors;
A successful record of working with complex and sensitive issues in a mature and solutions-oriented manner;
Excellent problem-solving skills.
Languages
Fluent command of English with proven editing and writing skills;
Other languages desirable, particularly French.
Academic Qualifications
Advanced university degree in public health, health economics, development or social sciences, business administration (with experience in international development) or related field, or other relevant qualification.
