To provide technical guidance in developing and analyzing legal measures to promote public health, including regulatory and fiscal measures designed to address modifiable risk factors for non-communicable diseases (NCDs) such as tobacco use, harmful use of alcohol, unhealthy diets and insufficient physical activity.
Successful candidates will:
be included in a roster of consultants to be considered for relevant consultant assignments that become available with the LAW team, or a Member State, partner or organization working with the LAW team;
be included in a professional network and invited to engage in knowledge-sharing and capacity building activities.
Background
The Health Promotion (HPR) department, under the Healthier Populations Division ay WHO HQ, works to contribute to the achievement of the WHO GPW13 goal of 1 billion healthier people by: promoting health at local, national and global levels, especially for disadvantaged populations; slowing and reversing the adverse trends in the common NCD risk factors by providing guidance for national policies and programmes; and building national capacity in Member States for health promotion and integrated NCD prevention and control programmes. The Public Health Law and Policies (LAW) team within HPR has a particular focus on the intersection of law and health promotion, including the use of legal instruments and mechanisms for the prevention of NCDs, and provides technical assistance to WHO Member States in this context. The roster of consultants is intended to assist and support the LAW team in this work.
Deliverables
Specific deliverables will be pre-defined for each consultancy. Consultants are expected to perform a variety of tasks, providing:
technical guidance in the development of legal instruments, policy documents and associated materials for regulatory or fiscal policy measures to promote public health, including to address modifiable NCD risk factors.
guidance, analysis and technical resources/tools to support implementation of legal, regulatory or fiscal policy measures.
specialized technical advice on development and implementation of legal instruments and fiscal policy measures through the policy cycle, including through human rights-based approaches.
technical input to the development of normative documents.
training related to regulatory or fiscal policy measures to promote public health and/or to address modifiable NCD risk factors.
Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
First University degree in law which qualifies the holder to undertake legal practice.
Desirable:
Advanced university degree in a relevant area, such as health law, international law or public health.
Experience
Essential:
Band level B: 5 to 10 years relevant experience working in public health law at national and/or international level(s) with experience in at least one of the areas of expertise listed below.
Band level C: Over 10 years relevant experience working in public health law at national and/or international level(s) with experience in at least one of the areas of expertise listed below.
Areas of expertise:
Public health law.
Legal approaches to NCD prevention in one or more of: tobacco control, regulation of alcohol, nutrition and food systems, physical activity and urban health.
Legislative drafting.
Development, implementation and monitoring of legal and/or fiscal public health policies and strategies, including policy cycle development and consensus building.
Restrictions on marketing (particularly to children).
Excise taxes and fiscal policies designed to decrease consumption of unhealthy products.
International trade or investment law.
Road Safety or Transport law.
Domestic experience in one or more of: public health law; constitutional law; urban planning law; transport or infrastructure law; road safety law; consumer protection law; food safety law media law; or laws governing marketing.
Human rights-based approaches to public health.
Multisectoral/multi-stakeholder policy dialogue.
Legal education and training, or continuous professional development.
Legal research and comparative analysis in an area of public health law.
