This position is located in the Treaty Body Capacity Building Programme, Anti-Torture, Capacity Building, Coordination and Funds Section, Human Rights Treaties Branch (HRTB), Human Rights Council and Treaty Mechanisms Division (CTMD) of the Office of the High Commissioner for Human Rights (OHCHR), in Geneva. The Programme Management Officer reports to the Coordinator of the Capacity Building Programme, under the overall guidance of the Chief of Anti-Torture, Capacity Building, Coordination and Funds Section. Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:
  • Develops and implements the project on the creation of a virtual knowledge hub for National Mechanisms for Implementation, Reporting and Follow-up (NMIRFs). monitors and analyzes the project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Performs consulting assignments, in collaboration with stakeholders, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan..
  • Researches, analyzes and presents information gathered from diverse sources.
  • Generates survey initiatives; designs information collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Organizes consultative and other meetings, conferences, etc. relating to NMIRFs, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on NMIRFs.
  • Coordinates activities related to budget funding (project preparation and submissions, progress reports, etc.) and prepares related documents/reports, (workplan, budget, etc.).
  • Performs other duties as required. Competencies

TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology. Education

Advanced university degree (Master\\\'s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in project or programme management, administration or related area is required.

Experience with the human rights treaty bodies and/or other UN human rights mechanisms is desirable.

Experience in institutional capacity building activities is desirable.

Experience in relation to national machinery such as NMIRFs is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage. Assessment
