Context:
The Office of the Inspector General (OIG), inter alia, undertakes investigations into alleged violations of IOM\\xe2\\x80\\x99s regulations, rules, and relevant administrative instructions, such as fraud, theft and embezzlement, corruption, sexual exploitation and sexual abuse, abuse of privileges and immunities or of authority, harassment, whistle-blower retaliation or other acts or omissions in conflict with the general obligations of IOM personnel. OIG is seeking applicants with experience in the intake of allegations of misconduct and the management of the related systems. The position may require international travel on an ad hoc basis and of irregular frequency.
Under the overall supervision of the Deputy Inspector General and the direct supervision of the Chief of Intake, the incumbent will be responsible for providing support and coordination for allegation and complaint management and analysis and will contribute to the quality assurance activities.
Assist in the management of OIG\\xe2\\x80\\x99s Intake processes, including OIG\\xe2\\x80\\x99s Outlook folder as well as the use and input of case documents and data for OIG\\xe2\\x80\\x99s case management system and Sharepoint.
Assist Chief of Intake in the predication of allegations by implementing predication decisions on OIG\\xe2\\x80\\x99s case management system to ensure smooth internal case transfer from Intake to Investigation.
Contribute to the management of receipt of allegations and complaints.
Conduct quality control of OIG Intake by updating OIG\\xe2\\x80\\x99s case management system and internal predication database when referrals are sent to the Office of Legal Affairs (LEG), Department of Human Resources Management (DHR) and other offices by intake officers as predicated.
Review allegations and complaints and engage in related communications.
Draft preliminary assessments, Referrals, and Closure Reports on allegations and complaints.
Prepare and managing statistics of OIG data though internal database management software program and prepare presentation material for internal and external reporting.
Assess and respond to Country Offices and DHR requests for information that could impact the separation process for IOM personnel.
Assist in the OIG recruitment process by administrating written assessments, arranging candidate interviews for panel members, and drafting CAF in coordination with Panel members and REC.
Manage the UN iReport system, reporting and tracking IOM\\xe2\\x80\\x99s SEA allegations on the UN platform.
Quality Assurance: * Review selected reports and other work products prepared by investigators for accuracy, legal conformity, coherence, and editorial standards.
Review evidence gathered during an investigation and check that citations to evidence in investigation reports and other documents are accurate and complete.
Support investigators for managing documents including documented evidence and witness statements and any other documents for cases by organizing, saving safely, and/or redacting.
Perform such other duties as are assigned.
Required Qualifications and Experience:
Education
Master\\xe2\\x80\\x99s degree in Law, Criminology, Business Analytics or a related field from an accredited academic institution with two years of relevant professional experience; or
University degree in the above fields with four years of relevant professional experience.
Experience
A minimum of two years (four years for bachelor\\xe2\\x80\\x99s degree holders) of relevant experience in law or investigatory work, management of case or data monitoring and tracking systems, or legal or financial due diligence;
Experience working within an international organization investigative unit is highly desirable.
Skills
Demonstrated knowledge in intake of allegations of misconduct, knowledge of case or data management systems is an advantage.
Languages
IOM\\xe2\\x80\\x99s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
