The Global Health Protection (UHC) pillar houses and chairs the Alliance for Malaria Prevention (AMP), a partnership of more than 40 organizations, including government, private sector, faith-based and humanitarian organizations, focused on three main activities: (1) coordination of partners involved in insecticide-treated net (ITN) campaign and continuous distribution (CD) activities; (2) development of operational guidance for planning and implementing of ITN distribution based on an iterative process; and (3) providing technical assistance to national malaria programmes and partners based on requests. AMP\\xe2\\x80\\x99s activities support achievement of the WHO Global Technical Strategy (GTS) targets for high coverage and use of ITNs. AMP is a workstream within the RBM Partnership to End Malaria. Harnessing the global leadership and management systems of IFRC, AMP is uniquely positioned to support and advance country-level efforts to optimize ITN distribution and ensure that the right nets reach the right people at the right time through both campaign and continuous distribution channels.

In 2020, IFRC/AMP was awarded a three-year grant by the Bill and Melinda Gates Foundation (BMGF) to identify ways to improve operational efficiency for ITN campaigns and develop associated operational guidance for national malaria programmes and partners. AMP\\xe2\\x80\\x99s work under this grant provided key lessons learned and practical guidance for improving the implementation of ITN distribution through multiple channels. In 2023, a new grant was awarded to IFRC/AMP by BMGF focused on optimizing ITN access in the face of limited resources for the fight against malaria. In this grant, AMP will focus on implementing activities across five workstreams designed to address identified gaps. The primary objectives are to enhance data utilization for informed decision-making and to leverage digital tools for optimization of ITN campaigns. These workstreams ultimately aim to reduce the malaria burden through effective malaria prevention with ITNs.

Job Duties and Responsibilities

\\n

\\n

The overall objective of this consultancy is to support the IFRC/AMP malaria team with activities related to the Optimizing ITN Access in Africa project (OPITACA), particularly under Workstream 1 (Optimizing ITN Distribution), Workstream 2(campaign digitalization), Workstream 4 (ITN quality and performance, and plastic/waste management) and Workstream 5 (Supplemental Capacity Building, Mentoring, and Technical Assistance), as detailed below:

Workstream 1: Planned level of effort (LOE) \\xe2\\x80\\x93 30 days

\\n
  • \\n
  • To support work with national malaria programs and partners focused on tailoring and prioritizing ITN distribution strategies and approaches (urban or other area targeting), including identifying areas that will not receive ITNs.\\n
  • To support the development of tools, lessons learned, and best practices for micro-stratification of ITN distribution in heterogenous urban zones or for non-coverage of all or parts of urban or other previously targeted areas.\\n
  • To support AMP with operationalization of an urban vector control strategy through development of operational guidance (as needed).\\n
  • To support the development of a framework or guidance that supports programmes asking the right questions and using more quantitative methods to inform vector control prioritization.\\n
  • To support national malaria programmes that are starting ITN community CD to develop comprehensive data, monitoring and evaluation frameworks building on national (DHIS2) and sub-national (community health workers) systems in place to track ITN access and use over time.\\n
  • To support the development of operational considerations on door-to-door versus fixed site campaign strategy.\\n
  • Support the review and updating of the AMP toolkit (selected briefs to be defined).\\n
  • Document review to provide guidance on strategies and adaptations for ITN distribution, including for complex operating environments.\\n
  • Develop a case study focused on providing best-practice examples of quantification and verification and/or difficult decision-making processes.\\n

Workstream 2:

  • Participate in campaign digitalization trainings and provide support to countries planning to transition to the use of digital tools.\\n
  • Support the organization of country-to-country missions for programs to observe the implementation of the digitalized campaigns upon request by the programs.\\n

Workstream 4: Planned LOE \\xe2\\x80\\x93 5 days

  • Support the work of the AMP on waste management by contributing to meeting and providing input on various aspects in guidance documents developed by the partnership.\\n
  • To identify 2-3 countries and develop case studies on better practices on waste management.\\n
  • Support for framework development and discussions with national programmes about post-market surveillance.\\n

Workstream 5: Planned LOE \\xe2\\x80\\x93 30 days

\\n
  • \\n
  • Provision of AMP light-touch technical assistance (TA) or backstopping of technical assistance teams for ITN mass campaigns, including surge support as needed on an ad hoc basis.\\n
  • Respond to requests for review of documents, including campaign overall plans of action and other specific action plans as well as supporting documents.\\n
  • Facilitate regular skill-building, mentoring, and experience sharing sessions for TA providers.\\n
  • Support organization of TA team monthly technical discussions.\\n
  • Support country exchange, experience sharing and technical capacity strengthening from in-country peer-to-peer interactions.\\n
  • Provide quality control and oversight to TA deliverables (work products) and reports.\\n

Support to be provided to the consultant

\\n

The consultant will be supported by the Manager \\xe2\\x80\\x93 Malaria Programmes, Senior Officer \\xe2\\x80\\x93 Optimizing ITN Access project in Africa, the Officer \\xe2\\x80\\x93 AMP Coordination and the Officer \\xe2\\x80\\x93 AMP Country Support Coordination.

Time Allocation, for budget purposes

The total budget for the contract is CHF 53,550.

\\n

This budget is based on an estimate of 65 billable days working days at CHF 600 per day.

\\n

Compensation for distance support within the consultancy is based on a daily rate, with eight billable hours equaling one day for billing purposes.

\\n

The consultancy timeframe will be from 04 December 2023 to 04 October 2023.
