Context:

The position is placed in the Cash-Based Initiatives (CBI) Unit, the selected candidate will be based in Headquarters, Geneva, Switzerland, and undertake regular duty travel in support of IOM country offices. The CBI Unit leads IOM\\xe2\\x80\\x99s effort to increase, coordinate and standardize the use of CBI as a modality to deliver assistance across the organization and implement the IOM CBI Strategy 2022-2026. This includes designing relevant tools and reviewing internal processes in coordination with all relevant stakeholders, while also providing technical support and capacity-building to IOM country and regional offices to make sure they are well-equipped to efficiently implement CBI.

Under the overall supervision of the Deputy Director General for Operations and direct supervision of the Senior Cash-Based Interventions (CBI) Officer; and in collaboration with relevant units at headquarters, the Cash-Based Initiatives Officer will support country offices in designing and implementing CBI, and contribute to capacity-building efforts and CBI progress and achievements reports.

Core Functions / Responsibilities: * Review and assist in designing CBI tools and guidance that enables the implementation of efficient and effective CBI across IOM programmes, including in emergency response, preparedness, transition and recovery, return and reintegration operations, and others.
  • Contribute to the CBI Unit\\xe2\\x80\\x99s capacity-building efforts by providing technical inputs for the development of training material, facilitating training, workshops, and webinars, and supporting the roll-out of operational tools and guidance on the planning, design and implementation of CBI.
  • Support the revision of CBI internal processes and control mechanisms, in close coordination with relevant units in headquarters (HQ) and with the feedback of country offices, to help with strengthening procedures, improving effectiveness, and designing control measures to improve risk mitigation.
  • Contribute to the CBI Unit\\xe2\\x80\\x99s Monitoring & Evaluation (M&E) efforts to continuously assess the achievement of output indicators of the CBI Strategy 2022-2026 and the implementation plan, and continuously examine the relevance, effectiveness and efficiency of global CBI processes applied at the country level.
  • Review project proposals with CBI components to check if they are in line with institutional best practices and priorities; and assist country offices in the integration of gender, protection, and disability inclusion considerations in CBI projects.
  • Closely coordinate with the CBI Regional Officers to facilitate the reflection and resolution of operational needs at the HQ level, as needed, and to assist with the implementation of coherent and consistent institutional approaches to CBI at the country level.
  • Closely coordinate with relevant IOM Departments in HQ to monitor and improve internal procedures to record CBI activities and expenditure in IOM corporate systems, including accounting, budgeting, and procurement.
  • Liaise with relevant IOM Departments to collect specific requirements, leading to identifying and contracting relevant global and regional money transfer solutions.
  • Monitor research on the best mechanisms available to help improve IOM\\xe2\\x80\\x99s reach and access of migrants and other assisted populations to CBI assistance in different contexts.
  • Contribute to the roll-out of the IOM CBI Strategy 2022-2026 and the execution of the accompanying Implementation Plan.
  • Participate in national, regional, international, inter-agency, and government-led coordination mechanisms, meetings, relevant conferences, workshops, and policy and technical working groups to facilitate the proper coordination and representation of IOM\\xe2\\x80\\x99s CBI portfolio in close coordination with the Senior CBI Officer.
  • Undertake regular duty travel to assist IOM country offices in the planning, design, and implementation of CBI and in connection with in-person training.
  • Perform such other duties as may be assigned.
Required Qualifications and Experience:

Education
  • Master\\xe2\\x80\\x99s degree in Humanitarian Operations related subject, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.
Experience
  • Working experience in CBI programming across a range of sectors and types of response;
  • Working experience in capacity-building activities and in drafting project proposals and reports;\\xe2\\x80\\xa2 Working experience with international organizations and knowledge of the United Nations;
  • Relevant experience in capacity-building activities.
Skills
  • Knowledge of CBI across humanitarian, development, and peace operations, including contexts;
  • In-depth knowledge of CBI-related technical guidelines and standards;
  • Knowledge of current humanitarian issues with a particular focus on natural disaster-related emergencies, post-conflict interventions, Disaster Risk Reduction and Rehabilitation/Recovery;
  • Good project development and report writing skills;
  • Strong facilitation skills and knowledge of adult learning;
  • In-depth knowledge of the broad range of migration-related subject areas dealt with by the organization.
Languages

IOM\\xe2\\x80\\x99s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
