Job Description

\\n Org. Setting and Reporting

The position is located in the Operations Support Unit, Central Support Services (CSS), Division of Administration, UNOG. The incumbent will report to the Chief, CSS. Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties:

Human Resource Management
- Manages CSS staffing tables (post incumbency and post allocation).
- Manages vacancies and all activities related to recruitment (creation of job openings in Inspira, performing preliminary evaluations, administration of written tests, participation in interview panels, drafting of interview reports and transmittal memoranda).
- Reviews and establishes job description questionnaires.
- Reviews and certifies overtime requests.
- Acts as a primary focal point to the Human Resources Management Service (HRMS) on matters related to recruitment, placement, promotion, classification, entitlements, separation, and disciplinary proceedings.
- Drafts documents for the Chief of CSS related to policy on human resources issues, and monitors the timely preparation of performance appraisal reports.
- Provides guidance to staff in relation to the interpretation and application of staff rules.

Budget and Finance
- Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources. Prepares budgetary submissions related to the mandate and work programme of Central Support Services.
- Monitors and controls expenditures. Reports on budget and programme performance.
- Establishes and maintains a set of sound policies, procedures, standards, and tools that are consistent with UN policy and practice in order to ensure proper accounting, financial management, and control. Coordinates year-end activities.
- Acts as Certifying Officer for all staff and non-staff related to regular budget and extra-budgetary accounts of Central Support Services.

Property Management
- Ensures compliance with Financial Regulations and Rules (FRR), Property Management Manual, Fixed.

Asset Management Framework and Local Standard Operating Procedures
- Provides guidance and services to more than 30 Geneva-based clients and liaises with UNHQ Property Management Unit and UNOG Finance Section.

Environmental Affairs
- Supervises environmental activities of CSS (establishment of an Environmental Management System, communication of CSS greening initiatives).
- Provides direct support to the Chief of CSS for work plan formulation, office coordination, business continuity, and coordination of responses to ad hoc requests.

General Administration
- Implements and monitors support services, including procurement of supplies and services; transport, travel and traffic, communications, engineering, and information technology support; and provision of local utilities and service requirements.
- Supervises a staff team (Property Management Sub-Unit, UNOG\\\'s catering services, and all related activities of Central Support Services) and/or provides advice to others on human resource administration, financial administration, and management information issues and practices to colleagues.
- Produces major/complex reports for management.
- Provides expert guidance and leadership to more junior staff.
- Performs other related work as required. Competencies

An advanced university degree (Master\\\'s degree or equivalent degree) in business or public administration, finance, accounting, law or related area is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific Qualification

A certification in project management such as Prince2 Foundation is desirable. Work Experience

A minimum of seven years of progressively experience in administration, finance, accounting, human resources management or related field is required.

Experience in the preparation of budget submissions is required.

At least three years of experience in the UN Common System is desirable.

Experience working in the Human Resources and in billing Modules with ERP systems (e.g.. Umoja and Umoja Real Estate) is desirable.

Experience in managing staffing tables is desirable.

Experience in leading a team of at least 10 staff is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another UN official language is desirable. Assessment
